Elements and Performance Criteria

  1. Prepare for operations
  2. Brief personnel required to participate on their duties and requirements
  3. Establish and maintain contact and liaison with other agencies
  4. Conduct planning prior to arrival at scene
  5. Locate and identify explosive ordnance and associated components
  6. Identify explosive ordnance and associated components
  7. Advise controlling authority of safety and evacuation requirements
  8. Determine and plan method of conducting disposal/render safe procedure
  9. Conduct render safe procedures and/or dispose of explosive ordnance
  10. Inspect explosive ordnance and immediate area and declare safe or plan alternate disposal operation
  11. Conduct post explosive ordnance disposal clearance
  12. Complete and process explosive ordnance disposal reports
  13. Provide technical evidence to inquiries/courts

Performance Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria on at least one occasion and includes:

applying consequent mitigation principles

applying safety template requirements

applying time management

calculating and applying time and safety distance

maintaining documentation

operating specialist explosive ordnance disposal vehicle

reading, accessing, interpreting and applying technical instructions

liaising with other agencies

preparing and operating equipment, tools and stores

gathering and securing evidence

applying manual handling and team lifting techniques

using PPE

handling dangerous good and hazardous substances safely


Knowledge Evidence

Evidence required to demonstrate competence in this unit must be relevant to and satisfy all of the requirements of the elements and performance criteria and includes:

Operational knowledge of:

blast/fragmentation/thermal mitigation

characteristics, technical capabilities, effects and limitations of explosive ordnance to be disposed of/rendered safe

characteristics, technical capabilities, effects and limitations of explosive ordnance disposal stores and equipment

documentation requirements

equipment handling and safety requirements

initiation procedures

net explosive quantity estimations

operational safety

relevant testing procedures

render safe/disposal methods

safety distance calculation procedures

theory of explosive ordnance design
